In order for owner's to obtain the highest quality and the most functional facility the Value Engineering
(VE) process must be performed throughout the entire design process. The potential for savings is much greater
the earlier the VE process begins and is applied. When the VE process is applied later, two things increase:
the investment required implementing any changes, and the resistance to change.

Your Company must consider two things when setting a GMP: The Design Process and the VE Process. The optimum
time to set the GMP is at the end of the design development stage but prior to Construction actually commencing.
This point could come at the end of Construction Documentation preparation but usually comes some time during
the preparation of Construction Documentation. It should always be at the point where the project has undergone
the most scrutiny and where risks have been identified, unnecessary costs have been removed, and quality, reliability
and performance have been optimized.
